About Us
ImpeachPAC is a Political Action Committee registered with the Federal Election Commission. Its purpose is to raise money to elect Democratic candidates for Congress who support the immediate and simultaneous impeachment of George Bush and Dick Cheney for their Iraq War lies.
Bob Fertik is the Founder and President of ImpeachPAC. Fertik is co-founder and President of Democrats.com, which launched in 2000 as the first major news and community Website for Democratic Party activists. In November 2003, Fertik co-founded ImpeachCentral.com to build grassroots support for impeachment. In May 2005, Fertik co-founded AfterDowningStreet.org to raise awareness of the secret British documents that proved the Bush-Cheney administration deliberately lied to the world about its reasons for invading Iraq.
David Swanson is the Washington Director of ImpeachPAC and of Democrats.com. He is co-founder of the AfterDowningStreet.org coalition, creator of MeetWithCindy.org, and a board member of Progressive Democrats of America. He has worked as a newspaper reporter and as a communications director, with jobs including Press Secretary for Dennis Kucinich's 2004 presidential campaign, Media Coordinator for the International Labor Communications Association, and three years as Communications Coordinator for ACORN, the Association of Community Organizations for Reform Now. Swanson obtained a Master's degree in philosophy from the University of Virginia in 1997. His website is www.davidswanson.org.

Hate Groups Are Infiltrating the Military, Group Asserts
Hate Groups Are Infiltrating the Military, Group Asserts
by JOHN KIFNER, National Desk
July 7, 2006
A decade after the Pentagon declared a zero-tolerance policy for racist hate groups, recruiting shortfalls caused by the war in Iraq have allowed "large numbers of neo-Nazis and skinhead extremists" to infiltrate the military, according to a watchdog organization.
The Southern Poverty Law Center, which tracks racist and right-wing militia groups, estimated that the numbers could run into the thousands, citing interviews with Defense Department investigators and reports and postings on racist Web sites and magazines.
"We've got Aryan Nations graffiti in Baghdad," the group quoted a Defense Department investigator as saying in a report to be posted today on its Web site, www.splcenter.org. "That's a problem."
A Defense Department spokeswoman said officials there could not comment on the report because they had not yet seen it.
The center called on Defense Secretary Donald H. Rumsfeld to appoint a task force to study the problem, declare a new zero tolerance policy and strictly enforce it.
The report said that neo-Nazi groups like the National Alliance, whose founder, William Pierce, wrote "The Turner Diaries," the novel that was the inspiration and blueprint for Timothy J. McVeigh's bombing of the Oklahoma City federal building, sought to enroll followers in the Army to get training for a race war.
The groups are being abetted, the report said, by pressure on recruiters, particularly for the Army, to meet quotas that are more difficult to reach because of the growing unpopularity of the war in Iraq.
The report quotes Scott Barfield, a Defense Department investigator, saying, "Recruiters are knowingly allowing neo-Nazis and white supremacists to join the armed forces, and commanders don't remove them from the military even after we positively identify them as extremists or gang members."
Mr. Barfield said Army recruiters struggled last year to meet goals. "They don't want to make a big deal again about neo-Nazis in the military," he said, "because then parents who are already worried about their kids signing up and dying in Iraq are going to be even more reluctant about their kids enlisting if they feel they'll be exposed to gangs and white supremacists."
The 1996 crackdown on extremists came after revelations that Mr. McVeigh had espoused far-right ideas when he was in the Army and recruited two fellow soldiers to aid his bomb plot. Those revelations were followed by a furor that developed when three white paratroopers were convicted of the random slaying of a black couple in order to win tattoos and 19 others were discharged for participating in neo-Nazi activities.
The defense secretary at the time, William Perry, said the rules were meant to leave no room for racist and extremist activities within the military. But the report said Mr. Barfield, who is based at Fort Lewis, Wash., had said that he had provided evidence on 320 extremists there in the past year, but that only two had been discharged. He also said there was an online network of neo-Nazis.
"They're communicating with each other about weapons, about recruiting, about keeping their identities secret, about organizing within the military," he said. "Several of these individuals have since been deployed to combat missions in Iraq."
The report cited accounts by neo-Nazis of their infiltration of the military, including a discussion on the white supremacist Web site Stormfront. "There are others among you in the forces," one participant wrote. "You are never alone."
An article in the National Alliance magazine Resistance urged skinheads to join the Army and insist on being assigned to light infantry units.
The Southern Poverty Law Center identified the author as Steven Barry, who it said was a former Special Forces officer who was the alliance's "military unit coordinator."
"Light infantry is your branch of choice because the coming race war and the ethnic cleansing to follow will be very much an infantryman's war," he wrote. "It will be house-to-house, neighborhood-by-neighborhood until your town or city is cleared and the alien races are driven into the countryside where they can be hunted down and 'cleansed.' "
He concluded: "As a professional soldier, my goal is to fill the ranks of the United States Army with skinheads. As street brawlers, you will be useless in the coming race war. As trained infantrymen, you will join the ranks of the Aryan warrior brotherhood."

RE: The President's Impeachable Offenses
The recent release of the Downing Street Memo provides new and compelling evidence that the President of the United States has been actively engaged in a conspiracy to deceive and mislead the United States Congress and the American people about the basis for going to war against Iraq. If true, such conduct constitutes a High Crime under Article II, Section 4 of the United States Constitution: "The President, Vice President, and all civil officers of the United States shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors."
In light of the emergence of the Downing Street Memo, Members of Congress should introduce a Resolution of Inquiry directing the House Judiciary Committee to launch a formal investigation into whether sufficient grounds exist for the House of Representatives to exercise its constitutional power to impeach George W. Bush, President of the United States.
The Downing Street Memo
On May 1, 2005, The Sunday Times of London published the Downing Street Memo. The document, marked "Secret and strictly personal - UK eyes only," consists of the official minutes of a briefing by Richard Dearlove, then-director of Britain's CIA equivalent, MI-6, to British Prime Minister Tony Blair and his top national security officials. Dearlove, having just returned from meetings with high U.S. Government officials in Washington, reported to Blair and members of his Cabinet on the Bush administration's plans to start a preemptive war against Iraq.
The briefing occurred on July 23, 2002, months before President Bush submitted his resolution on Iraq to the United States Congress and months before Bush and Blair asked the United Nations to resume its inspections for alleged weapons of mass destruction in Iraq.
The document reveals that, by the summer of 2002, President Bush had decided to overthrow Iraqi President Saddam Hussein by launching a war which, Dearlove reports, would be "justified by the conjunction of terrorism and WMD [weapons of mass destruction]." Dearlove continues: "But the intelligence and facts were being fixed around the policy." Dearlove also states that "[t]here was little discussion in Washington of the aftermath after military action."
British Foreign Secretary Jack Straw states that "[i]t seemed clear that Bush had made up his mind to take military action, even if the timing was not yet decided." "But," he continues, "the case was thin. Saddam was not threatening his neighbours, and his WMD capability was less than that of Libya, North Korea, and Iran."
British officials do not dispute the document's authenticity, and, on May 6, 2005, Knight Ridder Newspapers reported that "[a] former senior U.S. official called [the document] 'an absolutely accurate description of what transpired' during the senior British intelligence officer's visit to Washington." "Memo: Bush made intel fit Iraq policy," The State, Knight Ridder Newspapers, May 6, 2005.
Why a Resolution of Inquiry is Justified
On May 5, 2005, you and 88 other Members of Congress submitted a letter to President Bush, asking the President to answer several questions arising from the Downing Street Memo. On May 17, 2005, White House press secretary Scott McClellan told reporters that the White House saw "no need" to respond to the letter. "British Memo on U.S. Plans for Iraq War Fuels Critics," The New York Times, May 20, 2005, A8.
The Framers of the United States Constitution drafted Article II, Section 4 to ensure that the people of the United States, through their representatives in the United States Congress, could hold a President accountable for an abuse of power and an abuse of the public trust. James Madison, speaking at Virginia's ratification convention stated: "A President is impeachable if he attempts to subvert the Constitution." James Iredell, who later became a Justice of the U.S. Supreme Court, stated at North Carolina's ratification convention:
The President must certainly be punishable for giving false information to the Senate. He is to regulate all intercourse with foreign powers, and it is his duty to impart to the Senate every material intelligence he receives. If it should appear that he has not given them full information, but has concealed important intelligence which he ought to have communicated, and by that means induced them to enter into measures injurious to their country, and which they would not have consented to had the true state of things been disclosed to them, - in this case, I ask whether, upon an impeachment for a misdemeanor upon such an account, the Senate would probably favor him.
On July 25, 1974, then-Representative Barbara Jordan spoke to her colleagues on the House Judiciary Committee of the constitutional basis for impeachment. "The powers relating to impeachment," Jordan said, "are an essential check in the hands of this body, the legislature, against and upon the encroachment of the Executive." Impeachment, she added,
is chiefly designed for the President and his high ministers to somehow be called into account. It is designed to "bridle" the Executive if he engages in excesses. It is designed as a method of national inquest into the conduct of public men. The framers confined in the Congress the power, if need be, to remove the President in order to strike a delicate balance between a President swollen with power and grown tyrannical and preservation of the independence of the Executive.
The question must now be asked, with the release of the Downing Street Memo, whether the President has committed impeachable offenses. Is it a High Crime to engage in a conspiracy to deceive and mislead the United States Congress and the American people about the basis for taking the nation into war? Is it a High Crime to manipulate intelligence so as to allege falsely a national security threat posed to the United States as a means of trying to justify a war against another nation based on "preemptive" purposes? Is it a High Crime to commit a felony via the submission of an official report to the United States Congress falsifying the reasons for launching military action?
In his book Worse Than Watergate (Little, Brown and Company-NY, 2004), John W. Dean writes that "the evidence is overwhelming, certainly sufficient for a prima facie case, that George W. Bush and Richard B. Cheney have engaged in deceit and deception over going to war in Iraq. This is an impeachable offense." Id. at 155. Dean focuses, in particular, on a formal letter and report which the President submitted to the United States Congress within forty-eight hours after having launched the invasion of Iraq. In the letter, dated March 18, 2003, the President makes a formal determination, as required by the Joint Resolution on Iraq passed by the U.S. Congress in October 2002, that military action against Iraq was necessary to "protect the national security of the United States against the continuing threat posed by Iraq..." Dean states that the report accompanying the letter "is closer to a blatant fraud than to a fulfillment of the president's constitutional responsibility to faithfully execute the law." Worse Than Watergate at 148.
If the evidence revealed by the Downing Street Memo is true, then the President's submission of his March 18, 2003 letter and report to the United States Congress would violate federal criminal law, including: the federal anti-conspiracy statute, 18 U.S.C. - 371, which makes it a felony "to commit any offense against the United States, or to defraud the United States, or any agency thereof in any manner or for any purpose..."; and The False Statements Accountability Act of 1996, 18 U.S.C. - 1001, which makes it a felony to issue knowingly and willfully false statements to the United States Congress.
The United States House of Representatives has a constitutional duty to investigate fully and comprehensively the evidence revealed by the Downing Street Memo and other related evidence and to determine whether there are sufficient grounds to impeach George W. Bush, the President of the United States. A Resolution of Inquiry is the appropriate first step in launching this investigation.
The following is suggested language for this resolution:
Directing the Committee on the Judiciary to undertake an inquiry into whether sufficient grounds exist to impeach George W. Bush, the President of the United States.
Whereas considerable evidence has emerged that George W. Bush, President of the United States, has engaged in a conspiracy to deceive and mislead the United States Congress and the American people as to the basis for taking the nation into war against Iraq, that George W. Bush, President of the United States, has manipulated intelligence so as to allege falsely a national security threat posed to the United States by Iraq, and that George W. Bush, President of the United States, has committed a felony by submitting a false report to the United States Congress on the reasons for launching a first-strike invasion of Iraq: Now, therefore, be it
Resolved, That the Committee on the Judiciary is directed to investigate and report to the House of Representatives whether sufficient grounds exist to impeach George W. Bush, President of the United States. Upon completion of such investigation, that Committee shall report thereto, including, if the Committee so determines, articles of impeachment.
Conclusion
The Iraq war has led to the deaths of more than 1,600 United States soldiers and tens of thousands of Iraqi civilians. Thousands more have been permanently and severely injured on both sides. More than two years after the invasion, Iraq remains unstable and its future unclear. The war has already cost the American people tens of billions of taxpayer dollars at the expense of basic human needs here at home. More than 135,000 U.S. soldiers remain in Iraq without any stated exit plan.
If the President has committed High Crimes in connection with this war, he must be held accountable. The United States Constitution demands no less.

DESTROYING WORLD ORDER by Francis A. Boyle
The impeachment of George W. Bush has been under review ever since law professor Francis A. Boyle and former Atty General Ramsey Clark brought the issue before Congressman John Conyers and an assembly of Washington lawyers prior to Operation Iraqi Freedom. These impeachment drafts are included in Francis Boyle's book, Destroying World Order, which also addresses U.S. assistance to Iraq during the Iran/Iraq war, U.S. conduct of the 1990 Gulf War, and the wars in Afghanistan and Iraq in relation to their violation of the laws of neutrality, humanitarian law, the laws of war, and the law of the U.S. Constitution.

Articles of Impeachment Against George W. Bush," by the Center for Constitutional Rights, a short book that lists and explains four (multi-part) articles of impeachment.
"
The Impeachment of George W. Bush: A Practical Guide for Concerned Citizens," by Elizabeth Holtzman (former Congresswoman and member of the Nixon impeachment panel) and Cynthia L. Cooper, an excellent and readable book laying out five major grounds for impeachment of Bush, plus an extra section on Dick Cheney.
"
The Case for Impeachment," by Dave Lindorff and Barbara Olshansky, an amazingly popular and extremely readable book that explains the context while also setting forth six articles of impeachment against Bush, plus an extra section on Cheney, Donald Rumsfeld, Condoleezza Rice, and Alberto Gonzales.
"
Impeach the President: The Case Against Bush and Cheney," edited by Dennis Loo and Peter Phillips, with an introduction by Howard Zinn, a wonderfully well written collection of essays organized around a list of 12 grounds for impeachment of Bush and Cheney.

"
Verdict and Findings of Fact," by the International Commission of Inquiry on Crimes Against Humanity Committed by the Bush Administration of the United States, a report that looks at five major international crimes and overlaps significantly with most lists of impeachable offenses (the full text is available at the link and can also be purchased for $10);
"
Impeach Bush: A Funny Li'l Graphical Novel About the Worstest Pres'dent in the History of Forevar," a comic book account of Bush's impeachable offenses – the crimes really are self-evident, but pictures don't hurt.

Inside the Beltway, the "convention wisdom" is that any discussion of impeachment is taboo. In fact, numerous politicians and pundits have seriously discussed impeachment:

ImpeachPAC is Born - Let's Put the PEACH In ImPEACHment!
IMPEACHPAC IS BORN! A brand new poll that you paid for (see below) reports 53% of Americans think Bush should be impeached for lying about Iraq, while only 42% disagree.
That's what I call a real mandate!
So why haven't Democrats in Congress introduced Articles of Impeachment yet?
I don't know. For months, many of us have called and emailed our Representatives urging them to impeach Bush and Cheney. I know they hear us loud and clear - but they're not responding.
But now that the number of U.S. soldiers killed in Iraq has crossed 2,000, along with countless innocent Iraqis, I'm more determined than ever to impeach Bush and Cheney as soon as possible.
And I believe we can succeed if you'll help me.
Today I started a new Political Action Committee called ImpeachPAC (http://impeachpac.org).
Its mission is simple: to raise money for Democratic House and Senate candidates who support the immediate and simultaneous impeachment of George Bush and Dick Cheney for the lies they told to launch the disastrous war in Iraq.
If we can make this a really important PAC - like Moveon or EMILY's List - I am certain many Democrats in Congress will wake up and get busy drafting Articles of Impeachment.
That's why I need your help.
I have set a goal of $100,000 to launch ImpeachPAC. If we can raise $100,000 in a short amount of time - perhaps two weeks - we will send shockwaves through the White House, Congress, and the media too.
They will know we're serious - and determined to succeed.
We unveiled ImpeachPAC.org at noon today by spreading the word across the progressive blogosphere. As I write at 6 p.m., we have already raised $1,000 towards our goal.
I know we can do it. Please join now by clicking here.
Thank you,

Today Zogby published the results of a poll that you paid for (through AfterDowningStreet.org) asking Americans about impeachment.
The results were stunning: By a margin of 53% to 42%, Americans want Congress to impeach President Bush if he lied about the war in Iraq.
In June, when Zogby asked the same question, 42% supported impeachment, while 50% did not. That's an astonishing swing of 19% (from -8% to +11%) in only four months.
If this trend continues, impeachment support will reach 60% in January, 65% in March, and 70% in April. How can an unelected war criminal possibly cling to power when 70% want him impeached?
Still, the overwhelming - and growing - support for impeachment remains the nation's best-kept secret. We can't even get the pollsters to ask the impeachment question unless we pay them. Isn't that an outrage? You can contact all of the pollsters here:

STOP FUNDING THE WAR
Action Alert from Progressive Democrats of America (http://pdamerica.org): Rep. Jim McGovern (D-Massachusetts) has introduced legislation to stop funding the deployment of U.S. Armed Forces in Iraq. The bill would allow Defense Department funds to be used only to provide for: the safe and orderly withdrawal of all troops; consultations with other governments, NATO, and the UN regarding international forces; and financial assistance and equipment to either Iraqi security forces and/or international forces. In addition, the bill would not prohibit or restrict non-defense funding to carry out reconstruction in Iraq. Take action here:

Our Plan for Impeaching Bush and Cheney
President Bush and Vice President Cheney were co-conspirators in taking the United States into the disastrous War in Iraq on the basis of lies. We must therefore impeach them together.Any Member of Congress can introduce one or more Articles of Impeachment. ImpeachPAC will raise $100,000 to build a nationwide grassroots network to persuade one or more Members to introduce Articles of Impeachment immediately.
Once Articles of Impeachment are introduced, the Republican leaders of the House will decide whether or not to hold hearings on those Articles. We expect the Republican leaders to oppose such hearings, as they have opposed all investigations into the Iraq War lies. If Republicans block hearings, we will raise as much money as we can to replace anti-impeachment Republicans with pro-impeachment Democrats in both the House and Senate in the 2006 elections.
After Democratic majorities in the House and Senate are sworn into office in January 2007, we will demand the immediate and simultaneous impeachment of Bush and Cheney for their Iraq War lies.
When they are both impeached, convicted, and removed from office, House Speaker Nancy Pelosi will become President.
President Pelosi will nominate a Vice President, who must be confirmed by a majority of the Senate and House. We will recommend an experienced Democrat like Bill Clinton (who is eligible for appointment as Vice President under the 22nd Amendment) or Al Gore (who served eight years as Vice President before winning the 2000 election) to assure our allies - and our enemies - that we have an experienced and capable White House.
President Pelosi will replace all Bush appointees in the White House and Cabinet in an orderly manner.
- Replace Defense Secretary Donald Rumsfeld with an experienced military leader (like Gen. Wesley Clark) to plan the phased withdrawal of all U.S. troops from Iraq.
- Replace Attorney General Alberto Gonzales with an experienced prosecutor (like Patrick Fitzgerald) to prosecute everyone who conspired with George Bush and Dick Cheney to take the United States to war on the basis of lies.
State/Territory Project
Under the Rules of the House of Representatives, impeachment can begin with "charges transmitted from the legislature of a state or territory."
Help us persuade the legislatures of one or more States or Territories (District of Columbia, American Samoa, Guam, Puerto Rico, Virgin Islands) to adopt a Resolution to transmit impeachment charges to Congress!
